Rafferty was born on December 6, 1972. She grew up in Greenwich, Connecticut with her mother, the Chairwoman of the English Department at the Convent of the Sacred Heart School, and her father, who worked in finance and in the arts, and three older sisters.
She attended Phillips Academy in Massachusetts and graduated in 1989.
She later studied at Hamilton College where she majored in English and Theater.
While attending Hamilton College she studied abroad in the United Kingdom at the University of Oxford. After graduating Hamilton College in 1993 she studied at the Yale School of Drama and received a Master of Fine Arts.
